The Gulf coast is no stranger to Hurricanes, But, this one is particularly large. A PDF file that makes references to storms of that area and year does not show much data, and does not back up what the Louisiana Governor mentions about the comparison of this storm.  But, due to the graphics of imagery, its clear that the wind and water fall expectations are way above normal. I would say that this Hurricane falls into the category of being affected by climate change.
