It is strange, and to answer an instant thought you might have, Germany is not actually a democracy with a president like in the USA.
How does this fit together?
Germany is a Democratic and federal Parliamentary. So, there are parts that look like how the USA politics work, but with subtle differences.

Then, every 4 years they vote for a Chancellor. This is not the president. The president
of Germany has very little power. Its equal to that of the Chief of State for the USA.
Once the vote is in for the majority party winner, the president swears in the leader of that party to become Chancellor.
Then that Chancellor needs to find leaders of the other group to join his party in collaboration. If that fails, then they have to decide what to do. Only after the collaboration is agreed on, does the government start its daily business. berlin-reichstag.jpg
